See a dermatologist – only he can safely remove most of it.

Step 1: Obtain large carving knife.
Step 2: Cut out skin, muscle, etc that the tattoo lies on.
Step 3: Discard flesh.
Step 4: Apply Band-Aid.
Step 5: Enjoy tattoo-free life.

No, but seriously, see a specialist and get laser removal or something like that.
